Public Health Officer

Introduction

The Partnership for Pastoralist Development Association (PAPDA) is a non-governmental organization (NGO) committed to humanitarian emergency response, development, and peacebuilding for pastoralist and agro-pastoralist communities in Somali, Oromia, Afar, and Southern regions. Operating across 17 zones and 15 woredas, PAPDA focuses on WASH, Livelihood Development, Peacebuilding, ESNFI, Protection (CCM, CP& GBV), Health, and Nutrition.

With financial support from PADD (Protestant Agency of Diakonia and Development), PAPDA is implementing the Integrated Livelihood Development Project in Bokolmayo District, Liben Zone, Somali Region. The project aims to enhance household income, livestock production, food security, and health education while integrating GBV prevention, early warning systems, and peacebuilding initiatives. To achieve this, PAPDA seeks qualified personnel for the following positions:  Public Health Officer.

Key Responsibilities:

  • Lead public health and nutrition education programs, focusing on disease prevention, maternal-child health, and hygiene promotion in pastoralist communities.
  • Design and implement community-based nutrition programs, including malnutrition screening, supplementary feeding, and dietary education.
  • Organize and oversee Gender-Based Violence (GBV) prevention and response initiatives, ensuring access to medical, psychosocial, and legal support services.
  • Implement Sexual and Reproductive Health (SRH) awareness campaigns, providing adolescent and maternal health education.
  • Strengthen community health systems by supporting local health facilities, training health workers, and improving service accessibility.
  • Conduct peacebuilding and social cohesion activities by integrating GBV prevention, conflict resolution, and community dialogue sessions.
  • Develop and implement early warning mechanisms for public health threats, including disease surveillance and emergency preparedness plans.
  • Train community health workers and volunteers on disease prevention, nutrition, hygiene, and behavioral change communication strategies.
  • Develop Information, Education, and Communication (IEC) materials to promote health awareness, nutrition, GBV prevention, and peacebuilding initiatives.
  • Regularly monitor project activities, assess effectiveness, and provide detailed reports on progress and impact.

Required Qualifications & Experience:

  • Bachelor’s or Master’s degree in Public Health, Nutrition, Nursing, or Community Health Development.
  • At least 3 and Above years of experience in public health programs, nutrition interventions, and health system strengthening.
  • Proven expertise in GBV prevention, SRH programming, and emergency response initiatives.
  • Strong skills in community engagement, behavior change communication, and peacebuilding strategies.
  • Experience working in pastoralist and agro-pastoralist settings, with an understanding of cultural sensitivities and community dynamics.

✔️ Excellent coordination, reporting, and communication skills.

✔️ Proficiency in English and Somali languages is an added advantage.
