PAPDA operates in four regions of Ethiopia—Somali, Oromia, Afar, and South Ethiopia—covering 15 zones and 34 woredas with a focus on development, emergency, and humanitarian programs. Its thematic areas include water resource development, emergency WASH, livelihood diversification, income-generating activities, agriculture, livestock production, environmental protection, rangeland management, gender-based violence prevention, child protection, health and nutrition, emergency shelter, non-food items (NFI), multi-purpose cash transfers (MPCT), peacebuilding, and research.
Project Overview
PAPDA seeks experienced health professionals for its GAVI-funded immunization project in the Somali region, targeting three zones: Liben, Afder, and Doollo. The project aims to reduce the number of zero-dose and under-immunized children, enhance community demand and engagement in immunization activities, and improve immunization uptake in the targeted woredas.
To achieve these goals, PAPDA is looking to recruit qualified candidates for the following positions:
1. Health MEAL officer (Re Advertised)
Position Title: Health/EPI Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer
Duration of Assignment: 12 months (renewable based on performance and funding availability)
Reporting Line: Reports to Planning and MEAL Unit and Regional EPI Coordinator
Number of positions: One
Duty station: Addis Ababa with frequent field travel
A. Purpose of the Role
The Health MEAL Officer is responsible for designing, implementing, and coordinating the Monitoring, Evaluation, Accountability, and Learning activities of the Health/EPI program. This role ensures effective tracking of project progress, data quality, outcome measurement, and the integration of lessons learned to enhance program performance and contribute to evidence-based decision-making.
B. Key Responsibilities and Duties
1.Data Management, Monitoring, Data Collection and Evaluation
o Develop tools for monitoring demand generation activities and ensure accurate documentation of immunization records at all levels.
o Design and implement data collection tools for tracking zero-dose children and support data analysis and reporting on immunization coverage and vaccine-preventable diseases.
o Facilitate cold chain functionality assessments and support periodic evaluations, including end-line assessments, to measure immunization uptake and service quality.
o Regularly monitor project progress, work with field offices to facilitate data collection, and collaborate on reporting and assessing immunization outcomes.
1. Capacity Building, Data Quality Assurance and Feedback
o Provide training and technical support for digital micro-planning and data management, ensuring quality data collection and triangulation for immunization service delivery.
o Monitor and assess immunization data quality, including cold chain functionality and PIRI activities, to ensure accurate reporting and program effectiveness.
o Guide health workers in using tools like the RI Tool to improve immunization outcomes, promoting data-driven decision-making.
o Coach and mentor staff on MEAL best practices, support data collection standards, and follow up on implementing community feedback mechanisms to ensure accountability in immunization efforts.
2. Reporting, Documentation and Learning
o Assist in tracking output indicators, compile quarterly and bi-annual reports, and submit regular bi-weekly and monthly progress reports on project activities.
o Document case studies, success stories, and learning outcomes from demand creation, service delivery, and capacity-building activities.
o Ensure all periodic project performance reports are submitted from the woredas, triangulate with zonal reports, and monitor report accuracy and completeness.
o Prepare monthly and quarterly performance and MEAL reports, summarizing achievements and community feedback to enhance program impact.
o Document and share supportive supervision reports, review meeting minutes, and ensure follow-up on actions identified during monitoring activities.
o Perform other assignments and responsibilities as assigned by immediate supervisor.
C. Expected Deliverables and Outputs
o Completed monitoring and evaluation plan, with well-defined indicators and targets.
o Monthly, quarterly, and annual MEAL reports highlighting program progress, achievements, challenges, and recommendations.
o Compiled quarterly and bi-annual output indicators as per the result framework
o Data quality assessment reports and action plans to address identified gaps.
o Mechanism for community feedback and accountability, with documented responses.
o Regular field visit reports and documentation of best practices and lessons learned.
D. Required Qualifications and Skills
o Strong knowledge of MEAL methodologies, data analysis, and data visualization; familiarity with statistical software (e.g., DHIS2, SPSS) and data visualization tools (e.g., Power BI).
o Excellent verbal and written communication skills; ability to prepare clear, concise, and informative reports.
o Strong analytical and problem-solving skills; attention to detail, organizational skills, and the ability to work independently and in team settings.
o Willingness and ability to undertake frequent field travel.
E. Work Conditions and Requirements
o Full-time position based in head office, with frequent travel to the project areas.
o Flexibility to work outside regular hours during critical evaluation periods or field assessments.
